Bei der Betrachtung der Vorgeschichte des Europäischen Währungssystems (EWS) soll an dieser Stelle zunächst auf das Bretton Woods-Abkommen (benannt nach dem Tagungsort im Juli 1994, die Bestimmungen traten am 27.12.1945 in Kraft) eingegangen werden, da dessen Zusammenbruch diejenige Lücke schaffte, die letztendlich durch das EWS ausgefüllt werden sollte.2) Dieses Abkommen beinhaltete neben der Schaffung des Internationalen Währungsfonds (IWF) sowie der Weltbank, wobei der IWF für Liquidität und die Weltbank für Kapital sorgen sollte, eine Reihe anderer Abkommen. Es wurde ein System fester Wechselkurse in der Weise geschaffen, daß für jedes Mitgliedsland für deren Währung eine Parität in Gold oder gegenüber dem US-Dollar geschaffen wurde. Dem USDollar fiel hierbei die Rolle einer hegemonialen Leitwährung zu.3) Die Schwankungsbreite gegenüber dem Kurs des US-Dollar wurde auf +- 0,75% festgelegt, d. h. es bestand eine Bandbreite von 1,5%.4) Eine Änderung war nur möglich zur Behebung eines grundlegenden fundamentalen Ungleichgewichts. Zunächst sorgte das System von Bretton Woods für weitestgehend stabile Wechselkurse, erst gegen Ende der 60er Jahre zeigten sich die Mängel dieses Systems. In dieser Zeit sowie Anfang der 70er Jahre stieg das USHaushaltsdefizit mehr und mehr (nicht zuletzt aufgrund des Vietnam-Krieges, deren Finanzierung immer teurer wurde), so daß der Wert der kurzfristigen US-Verbindlichkeiten den Wert der Goldreserven überstieg. Auch als Folge hieraus glich sich der langfristige Zins von US-Dollar Anlagen erstmals dem Zins für langfristige DM-Anlagen an, ein Hinweis darauf, daß es für keine der beiden Währungen eine eindeutige Marktpräferenz gab. Es kam zu Spekulationen gegen den US-Dollar, die DM rückte verstärkt als Alternativwährung in den Blickpunkt, da die Bundesrepublik Deutschland über gute wirtschaftliche Grunddaten, einem soliden Leistungsbilanzüberschuß und keinerlei Kapitalverkehrsbeschränkungen verfügte. Der US-Dollar war zwar die Leitwährung, aber die DM wurde von den Privatmärkten favorisiert. Durch diese Kapitalimporte erhöhte sich die Geldmenge in Deutschland, was eine Inflationsgefahr mit sich brachte.5) Um diesen zu begegnen, gab es zwei Möglichkeiten, kurzfristig die Aufwertung der DM, langfristig die währungspolitische Integration innerhalb Europas.
